correct wording of list criterion #36

PVP clients aren't necessarily cheat clients, in the sense that they're not hacks. I've split the wording to specify that both PVP clients and cheat clients aren't allowed.

Pull requests should be made against the data branch, not the rendered branch.

@FintasticMan just tried to do that, and after reviewing why the base change closed my pull request, I've deduced that this is not the case due to the nature of this pull request
