Add FAQ: "How long does it take for instances to launch?" #133

With respect to 8x A100 instances:

"It's normal for gpu_8x_a100 instances to take a long time to launch. Usually, they take between 8 and 12 minutes to launch. However, in some cases, they can take up to 15 minutes to launch."

Is the waiting time charged? I could not find this information while looking at the FAQ, sorry if I miss it. Thanks!

Is the waiting time charged?

Yes. Billing starts the moment an instance is launched begins booting.
