[navigator] Prepare a rotating gear animated GIF.

Since r2683 Busy_32x32.gif is shown while the navigator is busy inside the 
'indicator' element. But it's better to use an animated version of 
Settings_32x32.png, a gear icon, and simply remove the 'indicator' element from 
the navigator.

Note: we need to create totally new one since the current Settings_32x32.png 
comes from,
  http://www.visualpharm.com/must_have_icon_set/
and we must not alter, transform, or build upon this work.
