most backpack icons have mipmaping and lod on, causing them to look blurry at low texture quality, heres a comparison

This is caused by the VTFs having mipmaps included. Whoever's been making the backpack icons has been converting them to VTF with incorrect parameters (i.e. adding mipmaps).
