Global and Instance boot flag options #5

in Edit Instance, add an option to enter boot flags to be passed to terraquest for that instance

in Launcher Settings, add an option to pass boot flags that every instance gets passed (hide behind advanced because unless something is majorly borked you shouldnt have to pass boot flags globally)
