🐛 Problem with Quest: The Brugaire Consortium

Steps to reproduce

not sure where to place this. just started a fresh server for myself. found a broken quest called "The Brugaire Consortium" in port sandy. you deliver 3 parcels. the first 2 have no problems but the last delivery to Thierride always results in "What?, i didnt ask for this". i tried to edit the lua to force it to trigger but something else must be cuasing the problem. i also tried the command Setlocalvar for this to 31(finished final delivery) but while the message stated it worked, command checkvar says im at 30 and no good for quest finish
