What does this pull request do?

Implements the quest A Timely Visit.

Adds enum for Medieval Collar
Adds quest/sandoria/A_Timely_Visit
Adds DefaultAction for QM1
Adds ID's in Jugner Forest ID's
Adds Immunities for Giollemitte_B_Feroun based on Capture
Added ability for Giollemitte_B_Feroun to use Invincible as per capture.
Adjsuted mob_groups
Adjusted mob_pools
Added Spell List (506) for Giollemitte_B_Feroun
Adjusted spawn points for each based off above capture.

Steps to test these changes

!pos -98 -2 32 230 speak to NPC and follow quest.
