Attack Down status effect doesn't reduce ranged attack

I would think if this is supposed to do that, then attack boost would need a matching modification as well.

As well known as you might think it is a reference citation would be helpful.

Sadly, no wiki states it since it's such common knowledge :(

Berserk gives ranged attack, so it's pretty much a given attack down should work on ranged too. As you said, that's also missing.
