prev commit didn't work, was in reference to http://civicrm.stackexchange.com/questions/15566/did-anyone-have-a-problem-with-ckeditor-after-4-6-22-upgrade

Flushing caches, as described at the bottom of https://forum.civicrm.org/index.php?topic=23637.0 didn't really help either.

tried modifying the upload location in civicrm/packages/kcfinder/conf/config.php, on an assumption that this was a permissions issue of some sort, but no luck.

Work around is to use full image URL and we can't be sure we've ever had this working, so clearing this milestone.
