Randomizing star map locations would add even more variety to exploring the (randomized) world. Since you don't know where the maps might spawn, every module becomes important to search. While some might find this tedious, the additional variety would interest others.
For the best results, each standard module should have at least one location where a star map could spawn. Larger or more maze-like maps could have multiple spawn options, although only 1 star map should spawn in a module (I could be convinced otherwise). An option to limit 1 star map per planet might be useful to keep things simple for players.
