Individual omitted items are not loaded from last used settings #97

The last used settings, which are loaded when the program is opened, are not properly loading the list of omitted items if no specific omit preset is used (i.e., if the save file contains a list of specific items to omit).

I believe this has to do with the timing of loading all of the settings into the UI, which handles populating the item omit list. The items omitted from the save are "removed" from the list prior to them being added, and thus nothing happens.

A potentially related issue: when loading a preset file that has item randomization enabled using a omit preset, all items are listed in the allowed list.
