@rperlin-ela went down the panel auto-hide back-to-top rabbit hole again and came out reasonably victorious. some quirks for sure and pretty challenging to figure out, but internet came to the rescue-ish.

i think it's pretty smoove (definitely try on mobile!) but if you have any issues, worst-case we can just preserve the back-to-top btn and scrap the top bar auto-hide. but i've tested it a fair amount and the quirks are worth it so far.

will get on the census stuff tonight or tomorrow...

Very smoove, what's not to love? Seems to disappear on me when I scroll to the very bottom, but definitely a plus!

Looking real good to me. I'll be on the move now till mid-pm but can merge, test, zoom etc after that
