Both of these apps require external sign-up and purchase of a new or CPO BMW/Mini - private party transfers of Connected accounts are not universally allowed by BMW/Mini and varies by car and region. Additionally, some cars require you to subscribe to BMW/Mini ConnectedDrive Services at $99/yr. The apps are both quite terrible (it's a backend problem because the Android app is also terrible), as you can see from the poor reviews.
It's really the full gamut of things that Apple would not approve an app for if they were actually following their own rules as they've recently asserted they do.
