The changes I make to the dsbudget.user.conf file are not been displayed on the browser Like the subheader=TEST. I also made the same change in the dsbudget.conf temporarily it didn’t display either why? I’m using IE 7 or firefox. I downloaded (dsbudget_2.0.19d.windows.zip)

What steps will reproduce the problem?
1. Download the version mention 
2.comment subheader=Previously known as SimpleD Budget in the dsbudget.conf
3.Insert the subhearder=Test in the dsbudget.user.conf file

What is the expected output? What do you see instead?
The header should say Test but it does not change from "Previously known as 
SimpleD Budget".I made changes to css file and they do display.

What version of the product are you using? On what operating system?
dsbudget_2.0.19d.windows, Windows XP and IE 7 or firefox.

Please provide any additional information below. I also changed the name of the 
BudgetDocument.xml to BudgetDocument2.xml to see if anything will change or see 
if I got an error.(I deleted all the backup files for this file and it still 
run with no errors. Where is it getting or reading the BudgetDocument.xml from?

Did you restart dsBudget server after making your modification? 

In order to restart, do following.

Go to your system tray (usually on right bottom corner of your window), and 
right click dsBudget icon. Then click "Exit". After dsBudget icon disappears, 
restart dsBudget.
