Option to make the sliders into a progress bar

Will it be possible to turn of the sliders on the Budgeting group? I am a bit 
of a trigger finger and many times have moved a slider just to spend time 
thinking what was  it set to. My idea is to have a override in the user conf 
file that will render them as progress bar to keep the usability.

I have implemented this feature on the trunk... will be released as part of 
2.0.25 release.

I've been testing the new install just to make sure there are no bugs. I think 
it's about ready though.

it seems to be working ok using the file created with v.2.0.24, but in the
log there are some errors, maybe they are "not important" but just to let
you know i added the log file in a 7zip
