Please restore Policy constructor that takes an InputStream #152

Previous versions of AntiSamy provided a Policy constructor that accepted an 
input stream. That was very useful to us, because we store our policy 
definition in our own store, that is not accessible via a URL. That constructor 
was removed in AntiSamy 1.5. Could you please restore it? I understand there 
will be some limitations, such as not being able to include a nested policy 
definition. Thanks!

Fixed in f788dbe990dd32ec5faf1055ad7bc237a4624fa3

Thanks for the issue report! Please note that an exception *will* be thrown if 
your policy tries to import other files.
