Table Sub-Elements always bypass policy file rules #181

What steps will reproduce the problem?
1. Scan <td>,<thead>,<tr>,<col>, etc. (with appropriate closing tags)
2. add lines to either validate or remove them in the policy file
3. They are ignore regardless and treated as not containing errors by the 
scan's CleanResults 

What is the expected output? What do you see instead?
Uh... certainly I would expect these to be parsed like any other tag.

What version of the product are you using? On what operating system?
Tested in 1.5.1 and 1.5.3
