Directive: Anchors with nofollow in .NET port #94

Most of the directives for the .NET ports are not implemented, but in my case, 
the one I missed the most is the "nofollowAnchors". So, I added it and created 
a patch (attached).

Any chance you want to maintain the project? We have no developers for the .NET 
port anymore.

I'm having a lot of work this end-of-year but I'd like to join the AntiSamy 
project for the .NET port.
I'm already subscribed to the mailing list, if you want we can discuss over the 
mailing list the following steps.
