Add Git Commit hooks

Requirement

Add git commit hooks that would:

• Run "Pint" on the pre-commit hook
• Run "Tests" on the pre-commit hook

This should be easily installed on the Developer setup OR running automatically.

Cancelling this requirement since:

• Long test runs can impact developer experience
• Most of these actions are already going to be a GitHub workflow
• They don't create a lot of additional value in our case

We might revisit this, but at this point - it's closed.
