"Doberman". Cutsecene won't start after reaching the checkpoint #2

So this bug was reported by a lot of people on the topic. Moreover it actually exist in the original TTDISA as well. The bug itself revolves around the checkpoint that you have to reach in order to trigger the cutscene with cops arresting Poncho at his house. For some reason as soon as you reach this checkpoint the cutscene just won't start and because of this the game softlocks itself and you can't progress further. So the interesting thing is - I actually had this bug in original TTDISA and I also managed to fix it. The problem was caused by my custom Lae2.ipl. As soon as I replaced it with original file the issue was gone. So I think this bug simply caused by using other non compatible mods.
