Create regression test baselines and set up a testing framework. Tests to include:
1) Global MPAS --> Lat-Lon Target 2) CONUS MPAS --> CONUS LCC Target 2a) CONS MPAS --> CONUS LCC with wrf_mod_vars = .true. 3) NA MPAS --> Rotated Lat-lon Target
