[BUG] Error when Setting `encumbrance.value` for NPC Actor #23

Describe the bug Caused by NPC actors not having encumbrance properties. Fix is to check for actor type and only proceed for characters.

Steps to reproduce

  1. Open an NPC actor sheet
  2. See error
