[FEATURE] Load Compendiums and Macros Once at World Load #180

Describe your idea Currently, compendium and macro actions are reloaded each time the HUD updates. Loading these actions only once during the world load will save processing time during play. Caveat is that the world will require a reload to pick up any new compendium and macro actions.
