V2 Gene Files Don't Load from GeneFile API #136

Last time I tried it, the API didn't seem to work in prod.

Still not working in prod. Will need to go back to figure why its not working.

Maybe the cache was just missing from property file. I don't think I've built and deployed since I added it in.

Okay, now V1 property files don't work. This has gotten worse.
