2 equal frams problem with nav2 #19

running (two tb in one simulation) :

ros2 launch tb3_cpp nav2_gazebo_launch.py2 ros2 launch nav2_bringup tb3_simulation_launch.py

causes nav2 to fail since the have the same frame
