As a developer I want to store the information about services in a database to share it between consumers and store a history of the service availability.
Acceptance criteria
[x] Db schema is extended
[x] Service information are shared between consumers
[x] A history of 1 day is stored
[x] The webAPI requests periodically (every 1(?!) minute?)
[x] Endpoints for requesting timeseries data are created
