Recommended tool chain and starting ? #6

Hi, I've programmed plenty of arduino IDE stuff, but am confused about how to establish the correct toolchain needed. Can you point me towards the cygwin or vcc or mingw prefered way, or is there a link someone can provide to the usual way of compiling outside of the IDE? I'm windows based at the moment. Regards
