Initial API proposal for discussion and consideration

A starting point for the Bechamel API that captures user profiles, meal requests and matches. This PR is based on https://github.com/Lasagna-Love-Portal/bechamel-api/pull/1 - that needs to be merged before this.

TODO:

• Still need data schemas for regions, districts and locations.
• Still need an API to run the matcher
• Presented API in code needs to be updated to match this documentation

TODO items will be addressed later after this API proposal is discussed, refined and merged.
