Add a new house rule that can be enabled from the house rules during game setup:

Instead of a card czar, players vote for the winner.

It would probably just make sense to allow for multiple winners in a round in the case of a tie—we already allow for that overall if the game ends with a tie (which can happen in the case a user ends the game manually right now).

It might also then make sense to offer a tie-breaking round if one of them goes over the score limit, but I don't think that's needed inherently.
