As an entrant when I click on add to cart to pay admin fee via paypal I get an error #75

I clicked on the" add to cart" via "my entries" page - http://staging.spacetimeconcerto.com/user/3/entries

and it takes me to a paypal page error - https://www.paypal.com/cgi-bin/webscr/cgi-bin/webscr

Error Detected

Error Message We were unable to decrypt the certificate id.

Check again once account verification is complete and enable encryption. Also add invoice to prevent multiple payments, and try to default to credit card.
