Migrate From Heroku To Fly.io

Heroku is ending their free tier service so I need to move the application off of Heroku before that happens. I have successfully deployed another app to Fly.io, which I am going to use for this instead. Fly.io still offers a hobbyist tier which is free, so I believe that this will work. Things that need to happen for this include:

[x] Create a new project in fly.io and migrate app over.
[x] Generate fly.toml and Docker files for the project
[x] Update Github actions to deploy to fly.io instead of Heroku
[x] Create and link fly.io Postgresql project
[x] Copy existing data from Heroku db and move to Fly.io db

Reopening Again Because The Last PR still had bad configuration (missed indentation)

Re-opening (again) due to misconfigured token scope. Also I had been screwing up the semantic release pipeline by putting not putting the semantic release comment as the header in the PR commit message
