2 months ago I had the same problem recently, I had moved the application to my desktop without the rest of the files in the download.
Just put bg3mm back in the file and then run from the file itself.

Bug Summary
After not having played in 3 months, I decided to open the game as usual, using the Mod Manager. Note that I didn't apply any of the updates to the game. It didn't open. I never changed the location for the Mod Manager folder or anything else. I decided to update the game, and still nothing. I also downloaded the latest version of the Manager, extracted it into the same folder and made sure every file was there: nothing, same issue.
I tried moving the folder to another location, not in Program Files. Still nothing.
Not even reinstalling I can get it to work. I can launch the game from Steam, and even load the modded saves (although the main problem is that I don't have anything in my inventory, even after picking any item up, probably something to do with a weight limit mod).
All I tried was launching the Mod Manager, nothing different from the last time I had done it a few months ago, and it had always worked.
