added starter instructions for assignments 2, 3, & 4

[x] assignment 2 should have instructions that the starter code is in GitHub classroom and the link is in Canvas
[x] assignment 3 should tell them to use Visual Studio and not IntelliJ
[x] assignment 4 should tell them to use Visual Studio and not IntelliJ
