SBC Buff creation needs to be staggered

The SBC buff creates large amount of errors since it collects the changes in one go, ignoring how those changes affect other parts.

For example:

• Con changes are ignored for HP adjustments.
• Ability score changes are ignored for skill changes.

And bunch of others along those lines.
