[BUG] Wallpaper Depth Effect does not function #4401

Describe the bug

When disabling the Wallpaper depth effect option, the wallpaper remains zoomed in despite the option being turned off.

Steps to reproduce

Steps to reproduce the behavior:

Go to 'Settings'
Click on 'Home Screen.'
Scroll down to ''Wallpaper'
Turn off "Wallpaper Depth Effect"
The wallpaper remains zoomed in

Expected behavior

Wallpaper should zoom out with the option disabled. However it isn't.

Same behaviour on 14.0.0. Beta 3. Device and OS remains the same.
