language of the help and of the GUI #426

What steps will reproduce the problem?
1. testing the English and Spanish content of the WB
2. click  "help" and get help in English
3.

What is the expected output? What do you see instead?

I would like to have the help support in Spanish. I guess the best mechanism 
would be to hook the language of the help to the first language selected by the 
user, or to the GUI language. btw, it seems one cannot adapt the language of 
the GUI. Correct?

What version of the product are you using? On what operating system?

We know that the help pages should be available in all languages (at least in 
the official languages). Up to now no resources for translating these pages. We 
would be happy if someone would offer to do this in Spanish. Perhaps you can 
ask someone from the users in LA.

I'm quite certain the labels would just need to be translated for the GUI to be 
multilingual (confirm Sachit). Typically in Java you use a resource bundle, 
which is just a text file of key/value pairs.

Perhaps Caterina, you could coordinate getting the labels translated for the 
GUI. For the docs that's a second issue I would say.
