GUI improvement -

What steps will reproduce the problem?

What is the expected output? What do you see instead?

Links top left:

- "About this site" -> better phrase as "About AGROVOC CS", leaving the same 
link.  

- "Web services". Make the link open in a new tab, just as it happens with the 
other links. 

(Some cleaning up of the web service page seems to be needed, but let's keep 
this for later...)

What version of the product are you using? On what operating system?

But it should also apply to the production version.

It's not just for Agrovoc, so I would say to leave label as it is, but I agree 
on web services opening in a new tab.

Tested on Chrome.

- web service does opens on new tab. 

- but About this site, Glossary and Help do not do anything.

- RSS opens new tab with xml content 

I am going to open a new issue to summarize improvements in GUI (labels and 
links only) for later application.
