What steps will reproduce the problem?

A concept scheme may have specific properties that mean the WB interface should 
be slightly custom for that scheme. For example, a "search by scientific name" 
search box, or deciding to call a "concept" a "class", or deciding to have a 
bullet list instead of a set of tabs.

What is the expected output? What do you see instead?

It could be possible to have a configuration file that could be loaded for a 
specific concept scheme that would modify certain aspects of the workbench 
interface. This would be optional. It is probably a big job so we would need to 
consider starting simply, for example customizable labels.
