module Consistency should be either updated or disabled #483

Many of the checks listed in module "consistency" hungs, others do nothing 
(check: children of deprecated concepts) and/or are lo longer applicable 
(check: terms that are not associated to any concepts). 

Each filter should be checked to make sure that 
1) phrasing is undestandable 
2) action is appropriate 
3) action is performed

The main principle should be that if a functionality is mentioned, it should 
also be working.

Note that the list of checks seems to be hardcoded, ie. if I use VocBench 
version
http://202.73.13.50:55123/agrovocdevv10/ I can load the biotech glossary and 
visualize consistency check that obviously refer to AGROVOC. 

Consistency checks should then also be made general enough to be used with any 
data set.
