agrovoc sandbox (test data) in v1.1

From v1.1 one may access several data sets, but not an agrovoc version 
explicitely called for test/training/sandbox. 

Note that current agrovoc data is actually data previously used in the "demo" 
version. See top concepts with pink labels.

What steps will reproduce the problem?

Currently for version 1.1 we only have development version link 
http://202.73.13.50:55123/agrovocdevv1.1/

- This will load the latest Agrovoc DB available.
- Once everything gets approved for release, we will also install a sandbox 
version with the copy of latest Agrovoc DB available.

- Currently available sandbox is only for version 1.0 which loads Agrovoc dated 
June same copy as of production.
