Validators' rights

What steps will reproduce the problem?
1. I just noticed that Validators cannot approve new users (which is fine for 
me). 
2. However, when you log in and select the user group in the preference table, 
then, by clicking on Validator, it says "Validators can check (approve or 
reject) the changes done by the users. They can also approve new registered 
users".
3. We should take out the last sentence, if we decide NOT to give them the 
right to approve new users.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

As this is still under milestone 1.2, I suggest to move to 1.3!
