introducing version operation

• graphman version can be queried now:

  C:\Users\...\graphman.wspace>graphman.bat version
  graphman v1.2 [schemaVersion=v11.1.00]

• adding schema for HardcodedResponse (Return Template Response to Requestor) assertion
• improved the policy code validation
