We are adding alerts where if the number of signed batches remains the same over last 1 hour period, the alert will fire
Operators will have to configure their own notifications when alerts are fired.

Big Big shoutout to @null-ref-ex for figuring the issue with file provisioning of alerts.

It's probably better to alert on number of signed blobs -- if that's not increasing, then advise operators to check blob explorer

ah I see - I am doing on stored right now as per @ian-shim 's guidance. if signed is better then I can do that too.

Yeah # of signed blobs looks like the better one to track
