Start showing neighborhood prop decorations #36

Quick bug fix for a dxt3 conversion problem and doing another easy to add feature now with neighborhood props. Will probably do roads or lot imposters next depending on which one is less horrible to write 😅

I thinkkk roads should be less horrible as we have the terrain vertices mapped out in a 2d array they should be easy to look up. I had a lot of problems with the lot imposter GMDC's in the past, I think SimPe can't load them at all lol.
