Start loading lot imposters

This pull request does a bunch of stuff including:

• Removing some old useless debug log lines
• Adding basic code to read LotInfo assets
• Adding the missing features required in GMDC to read lot imposters properly
• Fixing 32-bit texture loading

What remains to be done is adding a shader to handle the funky way lot imposter roofs work and placing lot imposters in the right spot in hoods.
