Teach staff how to use map art plugin #33

/tomap and /maps need to be learned by staff so that it can be used by staff for players' custom art.

@Nine-JuanJuan & @Maksic87 have been trained with the system. Other members of staff can check pinned tags in the AdminChat channel.
