Add help script to update static folder with UI components
Updated UI version to the latest: https://github.com/LdDl/rust-road-traffic-ui/releases/tag/ver-f0223095d4beff203469672db44aa0cec1f65705

There are many "hidden" updates in UI like:

Code refactoring
Better storage management
Bundle "offline" dependencies for Materialize CSS / Material Icons / Roboto font

And some minor changes like:

Hovering effects
Split buttons
ESC keyboard button handler
MJPEG loader
