Add Menu Toggle Key #2

Add a configurable menu toggle key that can be used in game to show or hide the menu to allow mod configs to be changed and/or tested without the need to quit to the main menu.

I've removed the menu from opening when the user opens the options menu in place of pressing \ to open and close the menu, the plans for making it a setting that can be changed are in the works but for now I needed to release what I could.
