As a preparation for later Linux build support platform-specific code needs to be separated from cross-platform code.

This PR does that.

I have completely refactored the branch since introducing pal_win32.c due to this and similar problems (it's quite tedious that C still has that error-prone "feature" allowing use of undeclared variables)

Please force pull the current version that is following a header-only approach instead.
