Same problem with any characters with accent marks, Japanese aren't needed to reproduce. It even happens with characters like é, ü etc. Thanks for reporting Oli!
For the record, I can enter accented characters like åéîøü no problem using e.g. Option+a a in MacOS X 10.6 in the Japanese Romaji (=English) keyboard.
I can sometimes too, not sure under what condition.
Changing to Japanese input method and trying to enter Japanese generally results in nothing being entered except for carriage returns, although occasionally the first two characters typed are entered as a hiragana character. To test:
